Political Science


Introduction

The department of Political Science, Suren Das College, Hajo was established on August 29, 1979, the same year the college was founded. Gauhati University has granted the department permanent affiliation in the year 2021. The department's main goal is to improve political education and awareness among students, society, and the institution's stakeholders. Furthermore, students are trained and encouraged to pursue a variety of careers such as Advocates, Teaching, Social Work, Civil Services, Security Forces, and Elected Representatives, and others. Apart from that, the basic purpose is to develop good and responsible citizens. The department started offering major classes in 1987 and has since graduated over 450 students with a major in political science and hundreds more with a pass course in political science. Many of the graduates are working in a various fields. With the help of the parent institution, Gauhati University, the department has offered a variety of undergraduate courses since its inception. The department also established Post Graduate courses, i.e. M.A. in Political science in 2019 with the approval of the department of political science, Gauhati University.

Dr. Nirmalee Kakati completed her M.A. in Political Science in 2012 from Gauhati University. She completed her B.Ed in 2013 and also completed her Ph.D from Gauhati University in 2020. She teaches both at the under graduate and post graduate level in the institution. Her area of interest are gender studies, women and politics etc.

Profile:

Dr. Arup Kumar Deka has completed his M.A. in Political Science from Jamia Millia Islamia and also completed integrated M.Phil and Ph.D programme from the South Asian Studies Division, School of International Studies, Jawaharlal Nehru University. He teaches both at Under Graduate and Post Graduation level in the institution. He specialises on International Politics and teaches Political Theory, Political Ideologies, Indias Foreign Policy etc. His area of interest are Migration, Development and Conflict, Environmental Migration, Refugees in South Asia, Internally Displaced People in South Asia, Human Security, Terrorism and Insurgency etc.

Dr. Ripima Buzarbaruah, an Associate Professor of Deptt. of Political Science completed her Post Graduation from Gauhati University and was awarded the Degree of Ph.D. by the  same University. Major Objectives

The Department has celebrated the National Voter’s Day via Google Meet on 25th January 2022, from 11 am onwards. Altogether 25 members attended the meeting and all the members took the National Voter’s Day Pledge to promote democratic electoral participation. The speaker of the programme and the HOD of Political Science Department Dr. Ramen Medhi delivered a lecture on “Voting Awareness”. He talked about the importance of voting in a democracy and appealed to the young voters and the students of the college to vote.

He talked about how the government took the policy of liberalisation, privatisation and globalisation and lot of populist policies and awards, but at the same time suppressing the voice of people. So, there is always a concern whether these populist schemes can protect the constitutional values or not.

The webinar was hosted by Dr. Arup Kumar Deka, Assistant Professor, Department of Political Science, Suren Das College, Hajo. Dr. Hiranya Kumar Sarma, Principal, Suren Das College, Hajo gave the welcome speech. The IQAC coordinator of Suren Das College, Dr. Ripima Bujarbaruah talked about the values incorporated in the constitution of India followed by the speech delivered by the resource person of the programme Professor Dutta.

The resource person for the event spoke extensively on the growing economic and military power of China which might long precede the outbreak of the COVID-19 pandemic. China was already pressing ahead with its maritime territorial claims, especially in the South China Sea and its continental territorial claims against India. China’s military power has also increased several folds and the pandemic has created opportunities to service its territorial ambitions. The world has been a witness to the increase of Chinese economy and military over the last four decades. However, the variable and expansive territorial claims advanced by Beijing are also a direct consequence of the distractions generated by the ongoing COVID-19 pandemic. Dependence on Chinese medical assistance to fight the pandemic as well as trading and commercial relations with Beijing has left some states more cautious than others. India is having protracted border military stand-off with China, which has claimed the lives of soldiers on both sides. India has gone farther than other states in the Indo-Pacific in confronting China by reducing dependence on Chinese pharmaceuticals, banning Chinese 59 mobile apps within the Indian cyberspace segment, and additional bans to be followed in the telecommunications sector.

SIGNATURE CAMPAIGN CUM DOOR-TO-DOOR CAMPAIGN FOR ETHICAL VOTING 2019

The District Election Officer Kamrup, on 10th April 2019, issued a notification to all the higher educational institutions in the district to launch a signature campaign cum door-to-door campaign for ethical voting from 11th of April 2019 in coordination with the student’s fraternity of all the colleges and the higher secondary schools. The aim of this initiative is to spread the message of ethical voting among the voters as Kamrup district goes to vote on 23rd April 2019, in the third phase of the Lok Sabha Election 2019. The aim of this campaign is to reach out to the voters to the farthest corner of the district and make the election an inclusive exercise in the true sense.

Keeping conformity with the program, the Department of Political Science, on behalf of Suren Das College Hajo has taken the initiative to involve the students in this campaign and to go to the rural voters of Hajo. The campaign has been started from 12th April. A total of 25 students of the college have participated in this campaign. Each student has written down the pledge in Assamese and collected the signatures of at least 20 voters in their households, neighborhoods, family, and friends, below the pledge. The students have also spread the message of ethical voting verbally during their door-to-door campaign and collecting signatures.

This campaign will make the rural voters aware of the importance of ethical voting in a democracy and will definitely work towards increasing the voter’s turnout in the coming Lok Sabha Election.

A study on the socio-political scenario of the Ukiam village was conducted by the 2nd,4th, and 6th semester (honors) students of the Department of Political Science on 27th January 2018, under the supervision of the faculties of the Department. The study provides a social and political scenario of the village, where we find that people are very conscious about their culture, tradition, as well as about their livelihoods. Political awareness among villagers is very high. Both male and female members of the village participate in the political processes equally.

An educational visit to the Assam Secretariat, Dispur was made in 25th September 2017. A total number of 25 students visited the secretariat. The tour was guided by Dr. Ripima Bujarbaruah, Associate Professor, Department of Political Science and Dr. Arup Kumar Deka, Assistant Professor, Department of Political Science, Suren Das College Hajo. The objective of this educational tour was to make the students aware about the working of the political system in Assam. During the visit, the students got an opportunity to meet the ministers and the MLAs of Assam government and to interact with them. At the same time, the team made a visit to the library of the Assam Secretariat which will definitely enhance the knowledge and awareness of the students.

Thus, this visit will definitely benefit the students academically.

The objectives of the study are as follows:

·       To analyse the voters’ perception and voting behaviour during the assembly election of 2021.

·       To analyse the level of voters’ mobilization and participation in the elections.

    This is a pre-election study conducted by the students of Department of Political Science, Suren Das College Hajo before the recent assembly election of Assam 2021. The study was conducted in the month of March in the Hajo assembly constituency. For the purpose of the study, interviews of the respondents were carried out. Interviews were based on a structured questionnaire, which sought to analyse the socio-economic background of the voters, their general political perception, activities of political parties and the extent of mobilization and participation. It is found that the level of political consciousness among the rural voters of Hajo assembly constituency is very low. Regarding the Assam Assembly election of 2021, it is found that there is a growing support in favour of the newly formed regional political parties which will lead to division of votes among those parties and will definitely benefit national party like BJP.

THE EDUCATIONAL TOUR TO NAMPHAKE CONDUCTED BY THE DEPARTMENT OF POLITICAL SCIENCE SUREN DAS COLLEGE HAJO 2016

A 20-member team from sixth-semester major under the guidance of Dr. Ramen Medhi and Dr. Arup Deka from the Department of Political Science and Dr. Parul Das of Department of Education visited Namphake village in the month of October 2016. This visit was made as part of educational activities to enhance the knowledge of the students. The students and the teachers visited the village and met the inhabitants of the village and interacted with them. They also made a visit to the famous Buddhist Monastery in the village.

The students were academically benefitted by observing the unique lifestyle of the inhabitants of Namphake. The students came to know about the diversity of culture and traditions of the Tai Phake population. The traditional way of life right from their traditional attire to traditional food attracted the students and the teachers as well.

Survey on Problems and Prospects of Functioning of Four Gaon Panchayats of Hajo Anchalik Panchayats 2019

The study is based on the field work. The data are collected from the four GPs of Hajo Anchalik Panchayats namely- No 1 Hajo GP, No 95 kalitakuchi GP, NO 96 Saniadi GP, No 102 Bongalpar GP. The field  data are procured during the months of July-August, 2019.The secondary data are collected from books, journals, government records, internet source etc. Gaon panchayats in Assam particularly in the study area has not been functioning as a self-governing unit. It is observed that lake of political will, bureaucratic dominance, ignorance and indifferent attitude of the elected representatives as well as mass rural people is evident. Of course, the Panchayats Elections are held regularly in Assam since 2001. It is a positive sign that rural women now enable to take part in the decision-making process in the panchayats as elected representative through constitutional safeguard. Besides, representation belonging to SC/ST become conceivable due to the constitutional safeguard. Further, representation from both state ruling party and opposition political parties as elected GP representatives may be considered as an example of sound democratic culture in the PRIs. Nevertheless, from the functional point of view, it has not been functioning as self-governing unit. The GPs have almost failed to generate the avenues of taxes. Therefore, the GPs totally depend on the fund awarded by the central and the state government to them to implement various schemes.
